For each Tile, there is a list of the wedges and sectors contained by that Tile.

Each Tile is an 89.4 arcminute circle with a hole in it. The Tiles overlap to form disjoint 'wedges' that are convex regions. Each wedge has a 'depth' indicating how many Tiles cover it. The wedges in turn form 'sectors' when they are intersected with the tiliing regions (Tiling regions are either positive or negative). This table stores a TileID, regionID, type for each 'WEDGE' and 'SECTOR' with that regionID covered by that TileID.
